Jay Shattuck, President, formed Shattuck & Associates Consulting, Inc. in 1997 after a nearly twenty-year career lobbying on behalf of two trade associations and a downstate public utility. He is one of the state's most respected business lobbyist and association executive. His imprint can be found on insurance, energy, workers’ compensation, unemployment insurance, employment law and wide range of statutes and regulations considered by the General Assembly and Illinois state government for nearly forty years. In 1993, Mr. Shattuck's lobbying team was recognized by the American Society of Association Executives as a recipient of ASAE's prestigious Award of Excellence in Government Relations.
Mr. Shattuck is a graduate of the University of Illinois with a Bachelor’s Degree in Political Science. He received his Certified Association Executive (CAE) in 1992 and has been recertified through 2019. Actively involved in a number of professional and civic organizations, he is a past president of the Illinois Society of Association Executives (ISAE), a past chairman of the Business and Industry for Economic Concerns (BIFEC) and past President of Project Safe Illinois. He is a current member of the DCEO’s Small Business Advisory Board, the Illinois Workers’ Compensation Commission Advisory Board and serves on the Board of Directors of the Sangamo Club.
Manager of Government Relations
Taylor joined the firm on a full-time basis in July of 2014. As Manager of Government Relations she works with clients to assist in meeting their legislative and regulatory needs and concerns. She assists in the lobbying, tracking and monitoring legislation on behalf of clients. She writes legislative position and policy papers. In addition, she researches and compiles campaign information on elected officials and legislative candidates for Business & Industry Federation of Economic Concern (BIFEC).
For the prior four summers she had interned at Shattuck & Associates. As an intern, Taylor was responsible for the research and tracking of campaign contributions. She created a report card system for clients to track legislator ‘s voting records.
Taylor is a graduate of the University of Illinois Urbana-Champaign with a bachelor’s degree in Global Studies and a minor in Spanish. While at school, she belonged to Phi Eta Sigma and Alpha Lambda Delta and she was also part of the James Scholar Honors Program. She has extensively traveled overseas with three mission trips to Japan. She also studied abroad in Italy for four months and has visited Europe, Korea, and Peru.
Executive Administrative Assistant
Sarah Croft serves as Executive Administrative Assistant to Jay Shattuck and handles the day to day operations of the office. She is also the Meeting Coordinator for Business and Industry Federation of Economic Concern (BIFEC). Her BIFEC responsibilities include maintaining membership info and handling member needs, as well as coordinating weekly meetings during the legislative session. Sarah also coordinates BIFEC’s Spring Brunch every year and a New General Assembly Member Breakfast and Primary & General Election Conferences every other year. Additionally Sarah assists Jay in maintaining the Illinois Chamber of Commerce’s Employment Law Council membership roster and provides support distributing the monthly Employment Law Council newsletter.
Sarah previously worked for Professional Funeral Alliance where she served as Office Manager and CQuest/Illinois Primary Health Care Association where she served as the Manager of Administrative Services.
